UDO: Revamping Planning & Zoning
The City of Mayflower, in conjunction with the Mayflower Planning Commission, is proposing to completely revitalize our planning, zoning, and land use regulations. We have partnered with Metroplan and are proposing to adopt their model development code commonly referred to as the UDO (Unified Development Ordinance).
The Planning Commission began reviewing the UDO in the first quarter of 2025 in both regularly scheduled Planning Meetings and special workshops to focus solely on the UDO. The goal was to review the model code and determine what would and would not for Mayflower and make the necessary adjustments. We then crafted a proposed land use and zoning map based on the new criteria in the UDO.
Nearly ten months later we are ready to bring that work product and working draft to the citizens of Mayflower for public review and comment. We will have this online forum for review and comment as well as two public “Town Hall” meetings for in person review and Q&A sessions. We will review all comments, in public meetings, and incorporate practical changes based on feedback.

What will the UDO accomplish?
This UDO is adopted for the purpose of promoting and advancing the health, safety, and general welfare of the people in Mayflower. It is designed to protect and stabilize some areas of the Mayflower while guiding new development in others. More specifically, this UDO divides the Mayflower into zones. Within these zones, the regulations prescribe the use and development of land, the density of development, the use, character, bulk, and location of buildings, and the layout and construction of streets and drainage. The regulations in this UDO aim to ensure:
- The general welfare of Mayflower.
- Efficiency and economy in the process of development.
- The appropriate and best use of land.
- Conservation and stabilization of property values.
- Convenience and safety of traffic and circulation of people and goods.
- Safety from fire, flood, and other dangers.
- Adequate light and air in the use and occupancy of buildings.
- Healthful and convenient distribution of population.
- Good civic design and arrangement.
- Adequate public utilities and facilities.
- Quality and livability of public spaces and future land development.
- Protection of natural resources.
- Adequate capacity of community facilities.
- Adequacy of streets, utilities, drainage, and means of vehicular and non-vehicular ingress (entering the development) and egress (leaving the development).
- Accommodation of bicycles and pedestrians as well as automobiles.
- Mobility for citizens lacking access to automobiles.
