All waste materials, such as pesticides, acids, caustics, pathological waste, radioactive materials, ammunition, explosive materials, similar chemicals and harmful materials which require special handling and disposal to protect and conserve the environment and disposal equipment shall be disposed of as provided by the regulations of the agencies of the United States, the state of Arkansas, or the city pertaining thereto.
