No person shall dump, or allow to accumulate, either directly or through an employee, agent or licensee, any solid waste in or upon any street, sidewalk, park, or other public place, vacant lot or other vacant space, or in or upon any premises, waterway, drainage basin or sewer within the city. Any person violating any of the provisions of this section shall be guilty of a misdemeanor, and upon conviction, shall be fined in any sum not to exceed Two Hundred Dollars ($200.00) and each day’s violation shall constitute a separate offense.
