Subject to the approval of the City Council, the Mayor is authorized and empowered to enter into contract and agreements with any person, firm or corporation to obligate that person, firm or corporation to perform any or all of the duties pertaining to Solid Waste Collection. In the event such an agreement is entered into, the Mayor from time to time, shall monitor and supervise the performance of the contracting party. (Ord. No. 80-4, Sec. 12.)
