Hereafter, the city of Mayflower, Arkansas, or its designated representatives, shall determine a charge to be collected and collect the same from gathering, transporting and disposing of garbage on the basis of a fee schedule adopted and approved by the City Council. The schedule shall be based upon a fair and equitable allocation of cost to the city and the quantity of garbage attributable to each classification of customers. (Ord. No. 80-4, Sec. 3.)
