The Fire Department shall adopt such rules as may be deemed necessary for the proper function of the department, but all such, rules, bylaws, policies and/or standard operating procedures (SOP’s) shall be subject to the approval of the Mayor, and/or the City Council. The City Council shall promulgate such rules and regulations to govern the department as it shall deem expedient.
