Do I Need to Pull a Permit for.... ?

We’ve compiled a list of conditions or projects that require a permit from the City of Mayflower below.

Pursuant to the city of Mayflower ordinances, Zoning Regulations and the Subdivision of Land and Control of Development Regulations, and in complete agreement with the provisions of those ordinances, a city of Mayflower building permit shall be required before work may be commenced on the construction, or the clearing or excavation for the construction, of any building or structure, or the moving or alteration of any building within the city limits of Mayflower and its planning jurisdiction. 7.42.06 Noises prohibited
Construction or repair of buildings, excavation of streets and highways The construction, demolition, alteration or repair of any building or the excavation of streets and highways other than between the house of 7:00 a.m. and 7:00 p.m. on weekdays is prohibited. In case of emergency, construction or repair noises are exempt from this provision. In non-emergency situations, a Building Inspector for the city of Mayflower may issue a permit, upon application if the Building Inspector of the city of Mayflower determines that the public health and safety, as affected by loud and raucous noise caused by construction or repair of buildings or excavation of streets and highways between the hours of 7:00 a.m. and 7:00 pm. will not be impaired, and if the Building Inspector of the city of Mayflower further determines that loss or inconvenience would result to a party in interest. The permit shall grant permission in non-emergency cases for a period of not more than three (3) days. The permit may be renewed once for period of three (3) days or less

11.12.11 License to individual
Any individual desiring to perform his own electrical work personally shall not be required to make the required bond or to obtain the required license, but shall be required to obtain the regular permit for that particular job. Such work done by an individual must be done by him personally on his own particular job and not be a way of performing a service to the public generally

11.12.04 Permits
No installation, alteration or removal shall be made in or of the wiring of any building or structure for light, heat or power or to increase the load of energy carried by such wires or equipment, nor shall any building or structure be wired for electric lights, appliances, motors, apparatus or heating devices nor alterations be made thereto without a written permit therefor being first obtained from the city license issuing clerk by the person, firm or corporation having direct charge of such installation, alteration or removal.

11.12.05 Inspection
Upon the completion of the wiring, installation or alteration of any building or structure for light, heat, power, appliance or apparatus, it shall be the duty of the person, firm or corporation having direct charge of such to notify the Code Enforcement Officer who shall, as early as possible, inspect such wiring, installation, appliance and apparatus and if installed, altered and constructed in compliance with the permit and in accordance with the regulations of this chapter, he shall execute a certificate of satisfactory inspection, which shall contain the date of such inspection and the result of his examination, but no such certificate shall be issued unless such electric wiring, motors, heating devices, appliances and apparatus be in strict accord with the rules and requirements and the spirit of this chapter, nor shall current be turned on to such installation, equipment, appliance, motor, heat devices and apparatus until said certificate be issued. The amount of fee or charge to be made for such inspections and certificates is to be fixed and determined by the City Council.

11.12.07 Licensing of electricians.
Any person, firm or corporation desiring to engage in the business of electrical construction or of the installation of wiring and apparatus for electric lights, appliances, heating or power in the city shall, before doing so, obtain a license therefor, the fee for which shall be Twenty-Five Dollars ($25.00) per year which shall be paid into the city treasury before such license shall become effective.

1.04.12 Bonds
Any person, firm or corporation doing electrical business in the city of Mayflower, Arkansas, shall execute and deliver to the city a bond with a surety bonding company for each electrical permit in the sum of One Thousand Dollars ($1,000.00) to indemnify the city of any citizen for any damage caused the failure of such person, firm or corporation doing the electrical work to comply strictly with the provisions of this ordinance. No electrical permit shall be issued unless this bond has been delivered to the city and is in full force and effect.

Yes, a plumbing permit and subsequent inspections are required for plumbing work. Before beginning any work in the city of Mayflower, Arkansas, the person installing or altering same, shall apply to the plumbing inspector or other designated official and obtain a permit to do such work. Only those persons legally authorized to do plumbing may be issued permits. A permit may be issued to a home owner to install or alter plumbing in a single-family residence, providing the home owner does the work himself and that such work shall meet the code requirements.

11.04.12 Bonds
A. Every master plumber doing business in the city of Mayflower, Arkansas, shall execute and deliver to the city a bond with a surety bonding company for each plumbing permit issued in the sum of One Thousand Dollars ($1,000.00) to indemnify the city or any citizen for any damage caused by the failure of such master plumber to comply strictly with the provisions of this ordinance. 11.28.02 Amendments
The aforementioned Code shall be amended as follows:

A. Flex duct shall be allowed only on branch lines.
B. Flex duct shall be no longer than six feet (6′) in length.
C. Mechanically approved fittings are required for all turns.
D. Mechanically approved fittings are required for take-off.
E. Fiber duct shall not be allowed.

Yes, a permit and subsequent inspections are required for excavation work involving city streets.  

9.08.01 Excavations permit
No person, firm or corporation shall cut into, tunnel under, or in any manner disturb the surface of any street, alley or sidewalk in the city without first applying for and obtaining from the Street Department a written permit to do so, which shall be dated, and shall give the name and address of the person to whom the permit is granted, and the location of the place where the street, alley or sidewalk is to be cut into, tunneled under, and the purpose for which said permit is granted.

9.08.02 Application for permit – deposit
Any person, firm or corporation applying for said permit shall estimate in writing the number of square feet to be cut or tunneled. Before such permit is granted the applicant shall deposit with the city for the purpose of ensuring that the street is properly restored the sum of Five Dollars ($5.00) per square foot for cutting concrete or other bituminous surface and Two ($2.00) Dollars per square foot for cutting into gravel surface; provided the minimum deposit shall be Twenty-Five ($25.00) Dollars irrespective of the estimate.

9.08.03 Excavations to be restored 
All excavations made are to be restored to their original condition to the satisfaction of the Mayor or his appointee before the deposit shall be returned.

No, a permit or subsequent inspection is not required for fence construction.

However, it is NOT permissible to place a fence in the front yard or beyond the front build line in an R-1 zone.

The city of Mayflower is concerned that the erection of fences in yard space fronting on streets may impair the sight distance of the operator of moving vehicles on streets to the extent of creating a traffic hazard and that the erection of fences such as these may obstruct the view from dwellings placed on adjoining lots.

Application for a permit to build a fence in front of the building line (front yard) on a lot or lots in the R-1 District shall be made by the owner or agent of said lot or lots to the Mayflower Planning Commission. The application shall indicate in writing or by graphic means the location, height, materials and construction method of the proposed fence.

The Mayflower Planning Commission shall review or cause to be reviewed the application
taking into consideration:

A. The aspects of traffic hazard and view obstruction from adjoining lots and;

B. The proposed fence material and construction method in order to eliminate unsightly and dangerous fences.

Upon a finding by the Mayflower Planning Commission that the proposed fence does not violate the stated concerns of the city of Mayflower the permit shall be issued.

If a permit is denied based on the applicant’s proposal, the applicant may appeal the Mayflower Planning Commission’s decision to the Mayflower City Council for a hearing.

An appeal from the Mayflower City Council’s decision may be made by the applicant to a court of record.

 

No, a permit or subsequent inspection is not required for solar panel installations.

However, the installation and design must be the Arkansas Fire Prevention Codes and setback requirements for the zone the build is in.

14.04.01 Purpose, authority, jurisdiction
After the effective date of these regulations, a city of Mayflower building permit shall be required before work may be commenced on the construction or the excavation for the construction of any building or structure, or the moving or alteration of any building within the city limits of Mayflower.

After the effective date of this regulation, a city of Mayflower excavation permit shall be required before work may be commenced on any of the following:

1. 5 cubic yards or more of any excavation or hauling in of fill dirt or riprap.
2. Removal of any amount of underbrush requiring grubbing of soil.
3. 5 of more existing trees over 12″ in caliper.
4. Any stream, drainage ditch, or roadway.

If commercial site plan is required, all storm water and drainage requirements of the subdivision of Land and Zoning requirement shall be met.

If the land to be disturbed is in a floodplain, a city of Mayflower floodplain permit shall be submitted and approved prior to any excavation permit issuance.

If 5 acres or more of land is to be disturbed, an Arkansas Department of Environmental Quality (ADEQ) Notice intent (NOI) must be provided to the city of Mayflower prior to an excavation permit being issued.

No excavation shall commence before the permit is issued and Erosion Control Best Management Practices (BMPs) are implemented on site.

The city reserves the right to delay issuance of the permit if engineering review and approval is necessary.

Yes, a permit is required for billboard installations within the city limits.  Additionally, an application and Planning Commission approval is required.  Please see Chapter 7.40 – Billboards.

2.52.10 Permits.

(a) It shall be unlawful for any person to transact in the City a business which is subject to the A&P Tax prior to the issuance and receipt of an A&P Tax Permit from the Commission.

(b) A separate A&P Tax Permit must be obtained from the Commission for each location whereat the person conducts a business which is subject to the A&P Tax.

(c) An A&P Tax Permit shall have no stated terms. (Ord. No. 2020-09, Sec. 10)


2.52.11 Application for a Permit. Any person transacting in the City a business which is subject to the A&P Tax shall file with the Commission an application for an A&P Tax Permit to conduct that business, the form and contents of which applications shall be as prescribed by the Commission from time to time.
